OFAI TEST PREPARATION

Most Ontario fire services hire through Ontario Fire Administration Inc. (OFAI) — an organisation, not a test. Its Candidate Testing Services programme runs in three stages, and candidates are eliminated at every one of them, starting with hearing and vision before any physical testing.

OFAI is an organisation, not a test

Ontario Fire Administration Inc. is wholly owned by the Ontario Association of Fire Chiefs and runs the Candidate Testing Services programme that most Ontario fire services hire through, including Toronto, Ottawa, Mississauga, Brampton and Hamilton.

OFAI administers the testing and issues the results. It does not make municipal hiring decisions — that stays with the fire service you apply to.

Stage One — aptitude, hearing and vision

Stage One is the aptitude testing, alongside hearing and vision screening. Hearing is tested in a soundproof booth, and vision must be certified by an optometrist against NFPA 1582 standards.

Treat these as hard gates. Candidates are eliminated at this stage before any physical testing — someone who fails the vision certification never reaches the treadmill. Book your optometrist appointment early. The exact aptitude sections and timings are not listed here; confirm the current format at ofai.ca.

Stage Two — the Encapsulated Treadmill Test

Stage Two is a progressive, incremental treadmill protocol performed to exhaustion in full firefighting PPE plus SCBA weighing roughly 23 kg (51 lb). The SCBA is carried but not breathed from. This is not a shuttle run.

A VO2 mask is worn and peak oxygen uptake is measured, but the VO2 value itself does not determine pass or fail. Candidates may walk, jog or shuffle as speed and incline ramp through successive phases. Train sustained loaded aerobic work — weighted walking on an incline — rather than short sprint intervals. Specific speeds, inclines and phase durations are unconfirmed here; check ofai.ca.

Stage Three — FPAT, FFTS and the Swim Test

Stage Three is the Firefighter Physical Aptitude Job-Related Tests (FPAT) together with Firefighter Technical Skills (FFTS), plus a Swim Test where the fire service requires it.

We do not list FPAT sub-events or time standards here because we cannot state them on the authority of ofai.ca. Confirm the current Stage Three structure, and whether your service requires the swim component, directly with OFAI at ofai.ca.

How to prepare

Get vision and hearing checked first — everything else is wasted if you cannot clear Stage One. Then build loaded aerobic capacity for the treadmill stage: incline walking under load, progressive and repeatable, several times a week.

Add grip endurance, loaded carries and drags for the job-related stage, and if a swim test applies, get comfortable in the water months in advance. Prepare the aptitude sections under exam timing.

Preparation checklist

  • →Book an optometrist appointment and confirm NFPA 1582 vision certification
  • →Check whether your target service requires the Stage Three swim test
  • →Build loaded incline treadmill work for the Encapsulated Treadmill Test
  • →Add dedicated grip endurance work twice per week
  • →Prepare the Stage One aptitude sections under exam timing
  • →Confirm the current stage structure and fees at ofai.ca before you book

Frequently asked questions

What is OFAI?

OFAI is Ontario Fire Administration Inc. — an organisation, not a test. It is wholly owned by the Ontario Association of Fire Chiefs and runs the Candidate Testing Services programme used by Ontario fire services. OFAI does not make municipal hiring decisions; the fire service does.

What are the OFAI stages?

Stage One is aptitude testing alongside hearing and vision screening. Stage Two is the Encapsulated Treadmill Test. Stage Three is the Firefighter Physical Aptitude Job-Related Tests (FPAT) and Firefighter Technical Skills (FFTS), plus a Swim Test where the fire service requires it. Confirm the current format at ofai.ca.

Is the OFAI aerobic test a shuttle run?

No. Stage Two is a progressive, incremental treadmill protocol run to exhaustion in full firefighting PPE plus SCBA weighing roughly 23 kg (51 lb). The SCBA is carried but not breathed from. A VO2 mask is worn and peak oxygen uptake is measured, but the VO2 value itself does not determine pass or fail. Candidates may walk, jog or shuffle as speed and incline ramp up.

Can I fail before the physical testing?

Yes. Hearing is tested in a soundproof booth and vision must be certified by an optometrist against NFPA 1582 standards. These are hard gates — a candidate who fails vision never reaches the treadmill.

Do I need to swim?

A Swim Test is part of Stage Three where the fire service requires it. Check the requirement for your target service now rather than on test day.

Is OFAI the same as CPAT?

No. CPAT is a single standardised physical ability test used widely across North America and scored on one total time of 10 minutes 20 seconds. OFAI is an Ontario organisation running a multi-stage candidate testing programme with no single aggregate clock.
